Your Majesty (you are the Queen of Sheeba), taxis are pretty safe in Shanghai, heavily regulated. Stick to the bigger companies (there are 50 in all!). This website has pictures of the cab livery so you can recognise the good ones.
Don't accept offers from cab drivers who are in the arrivals hall, go to the cab rank, and as Lin says, make sure they use the meter. If they refuse just say the word "police".

I was in Shanghai a few days ago and a Taxi from Pudong (near the centre of Shanghai) to Pudong Airport (PVG) was about 250 to 300 RMB. Depending on traffic it will take half an hour or so.
The taxis are very regulated so I had no problems. All taxi drivers display their taxi number and photo on the dashboard. Here's an inside tip - the higher the number, the newer the taxi driver is. Also some of the taxi drivers have stars - 1 star means they know the city well, and 2 or more and they are quite experienced.
Another tip - make sure you have the name of your hotel written down in CHINESE so you can show them the address. Most taxi drivers do NOT speak english or read english so this is very important. If you look up your hotel on tripadvisor or Google it should show the address in Chinese... print this out.
The taxi drivers generally won't accept tips and they also will give you a receipt from the meter.. this has their number on it so if there are any problems you can ring them up and get them fined for over charging you - so keep the receipt.
