Generally no, with one exception.... and there are conditions on that exception.
Northern Iraq or what is called Iraqi Kurdistan is an autonomously governed Kurdish zone within Iraq. After the first Gulf War in 1991 NATO imposed a "no fly" zone over the Kurdish areas (to stop Saddam Hussein targeting them again... remember the germ warfare incident!). Consequently they've had 20 years of war and conflict free development. They recently opened a multi-million dollar international airport in Arbil, and it's possible to get there from Jordan and a few other middle east nations.
HOWEVER, despite being a peaceful and relatively crime-free place it is officially still Iraq, and that poses difficulties for western travellers.
For one it is impossible to get regular travel insurance to cover you for any part of Iraq. Not just because it is a high-risk area, but because there isn't the infrastructure to service clients (it would be either prohibitively expensive to organise a medical team to come to your aid - because of all the security they would need to guarantee their safety - or just plain impossible - who'd volunteer for that job!)
As for the rest of Iraq - forget it for now. maybe one day (look at places like Split which were once battle zones and now, 20 years later, are thriving tourist destinations once again).
