I loved to stay at the New Otani Hotel at Akasa area. In Akasaka area lots of places to dine and wine. Nearby 3 convenient underground stations. The Tokyo metro is very easy to use. Use a Suica pass .

I have to vote for Shinjuku and Ginza. Both areas are accessible to trains and there are lots of cheap eateries around these areas.
