What is the safest area to stay in the Philippines if it arises a typhoon?
as far away as possible from where the typhoon is making landfall. If you're in the zone then you need to get yourself indoors, into the most solid structure in the area. Preferably a reinforced concrete building - like an international hotel. Even a high-rise office building is safe from very high winds.
Best thing to do is talk to the people at your accommodation and ask them about their emergency plan. If it's a reputable establishment they'll have a plan. if it's a dirt cheap backpackers hostel which is not structurally safe to stay in, they'll know where the pubic shelters are.
If none of those options is available, get into the sturdiest building you can find, get into a windowless room with as many walls between you and the outside as possible, shelter under a desk or in a bathtub, put mattresses and cushions over you to protect you in case anything falls on you. Have a torch, some fresh water and some food - you're going to be in there for a few hours. about 6 years ago
