I am afraid there are no budget hotels in the shopping area as it is an upmarket enclave. All the hotels are first class hotels and have corresponding hotel rates.
There are however another shopping area called Little India, that do have budget hotel but as the name suggest, it is the the mainstay of the Indian population. If location is no problem, then I would suggest Little India as your choice. Shopping is available 24 hours at Mustapha Shopping Complex where you can get anything you need similar to our famous Orchard Road, our main Shopping Area.
    Hope that helps.

There are two popular budget hotels in Singapore - Hotel 81 and Fragrance Hotel. Just choose your location, there is bound to be at least one of these properties.

Or, you can opt to stay in a hostel, where the accommodations are dormitory type (bunk beds) with shared showers. about 4 years ago

Hostels in Singapore are pretty safe and clean. There are some hostels where you can have a room to yourself. Better get a hostel in Bugis area where it is also known for shopping. about 4 years ago
