Dubai (part of the UAE) has a very low crime rate and it's very safe. It will be extremely hot when you visit (summer temperatures get to 50 Celsius). But air conditioning/cooling is very common - especially in businesses and major hotels. Just be careful if you decide to go exploring outside.
Here're a couple of safety articles to help you.

The daytime temperature at the moment is around 46 degrees celsius and is starting to get humid too which is not nice. As Phil says, the hotels, malls, office blocks etc are all fiercely air conditioned so you may need to take a wrap with you if you are out and about.

Dubai is a fairly safe place to visit, but no major city is entirely safe, so take the usual precautions such as staying in a decent hotel/apartment, only using official taxis, not accepting lifts from strangers etc.

There is a large Sri Lankan population here employed primarily in the service industry as maids, drivers etc - as well as an Embassy - so you will be able to find others who speak the same language. over 2 years ago

Personal behaviour, which is considered unacceptable and offensive in the West is generally considered to be the same in the Middle East. However, rude or aggressive behaviour and the wearing of revealing clothing in public places should be avoided. Public displays of affection between a man and a woman in public places should be avoided at all times. This form of greeting is deemed disrespectful and maybe subject to arrest. In addition, drunken driving and inappropriate behaviour whilst under the influence of alcohol will also be subject to arrest.
