I have lived in Costa Rica since 2004 as pensianado (pensioner). Every two years I have to renew my residency; thus, neither the Costa Rican government nor I consider myself to be a permanent resident of Costa Rica, despite living here 10 years without ever leaving. Moreover, while I plan on traveling in 2014, I also plan to leave Costa Rica and
live in a different country or return to the United States no later than December, 2014. I am a citizen of the United States. My last state of residence was Hawaii, where I lived for five years.What answer should I provide on the application as the country where I am a permanent resident?. I would think the appropriate answer is the United States, despite not having lived there for the last decade, but would appreciate some
