    There is really no absolute answer to your question as "budget hotel" is really a matter of opinion depending on what price range you consider as budget.

    We have enjoy a stay at Cadillac Hotel in Beetween Santa Monica and Venice Beach. It may look a bit dark at night but is pretty safe.
    It's difficult to stay close to most attractions on LA its huge.

    If your looking to be on the beachfront I'd recommend Pacific Sands in Santa Monica. It's noting fancy, but it's right on the beach in front of the famous Santa Monica pier, and just a stroll down the road brings you to Venice Beach! It's also close to Malibu, a lovely surfer town where the Baywatch series was filmed. :) over 7 years ago

    Near Disneyland there are plenty of hotels to stay at and lots little motels almost right out the front of disnyland. We stayed at the Hilton which in 2005 was about $100.00 per night. Not to bad considering you are never in the room. over 7 years ago

    I don;t know what you may mean by budget, but the Farmers Daughter in the Grove is very safe, good value and near most things inside the LA 'triangle' about 7 years ago
