Hi, Phil from the WorldNomads.com safety hub here. I'd recommend a driver for a couple of reasons: the traffic in HCMC is pretty bad and a local driver would be better at negotiating the crazy UN-rules. Secondly Vietnam doesn't recognise International Driving Permit's so you need a Vietnamese license to drive legally. You have to book yourself in for the exam, and there's a wait of up to 3 months. Even then you'll need a resident's permit of minimum 3 months duration (not a visitor's visa). Besides with someone else driving you'll have more of a chance to look at the sights.

One good way of getting what you need is by browsing the net for car-rental companies e.g. Budget etc and make enquiries directly. This way, you will get all the facts first-hand and will have peace of mind.

Just back from Vietnam and used Hoi An Express to organise cars etc. They were helpful, cheap and vehicles were clean and comfortable. Driver knowledgeable. There are a couple of taxi services but need to be careful. Even with info provided and taking a recommended taxi had a driver taking us on a cross town trip and then pretend he had heard wrong address. Had checked what cost should be and had card with address written on so told and showed driver address. And told him was only paying nominated rate not his cross country fare. about 3 years ago

I visited Vietnam in October 2014. After getting some advice from my Vietnamese friends and taking reference from tripadvisor.com, I booked service at BestPrice Vietnam, that is also the travel agent I recommend for you guys. They managed a highlight tour in Vietnam and assigned Mr. Trong as our tour-guide. He was friendly more than I expected and very helpful. He also gave us some tips to bargain or exchange money at reasonable rate
